Education is key. And I don't believe it just teaching the parts that are convenient. We need to start at the beginning.
And I believe it tougher laws on dog owners. I don't believe in "oopsies" when your dog escapes your home/yard 2, 3, or 4+ times. Even the first time can be prevented. And whether or not the dog being loose was an "accident", there are still consequences to be had.
Just because the neighbor of a friend "accidentally" had their 3 Boxers get loose, it won't bring back my friend's 4-yr-old son. Yet thanks to the law, the owners of the Boxers got a stern lecture, had their dogs put down, and they now own a new Boxer. Tammy is the one who will forever pay the price of someone else's "oopsie".
