If parents are tested, then you know that you will likely be getting a healthy pup. I didn't realize that training dogs to sit, stay, etc was such a wonder, rofl. Mine are leash trained, sit, come when called and are bite free by 6 weeks of age! But that is the advantage of being a breeder. In fact, most of my pups were leash trained by 3 weeks of age!!!!!! And I don't see why you have to resort to trying to turn this into a personal assault against you. I give you a few verbal jabs, but that is not an assault!
Do they do Penn Hip down there? Or do they actually certify hips on the parent dogs once in a while? Training is of no good if a dog has heart disease or crippled hips and cannot even live a normal pain free life. Testing is done purely to insure a healthy, happy life for the puppies.
As far as sensitivity, there is no herding breed that has the sensitivity of a Dobe, or a Manchester. By their very instinct and nature they work away from humans, thinking for themselves, and reacting for themselves. They are not interested in pleasing their masters-----only in pleasing themselves! They HAVE to be that way in order to do what they are bred to do!
