I have to agree with Dekka's definition of a solid recall.
Lacey has a solid recall, I can call her off of squirrels, people, interesting things in general, food, toys, whatever...I say "here" and she's beating feet to get to me.
Lily does not have a solid recall. While things like squirrels and such she can be called off from, food is another story, so are people. She seems to be of the opinion that all humans want to love her and thus she must ignore owner over other humans. She has no off-leash freedom due to this. I know this because she escaped our motel room when we moved and harassed the poor guy next door, I ended up having to go and retrieve her while making massive apologies.
