The INS was putting forth a big effort to bust the companies exploiting back in the 1990s, but since immigration has been moved under the auspices of Homeland Security those efforts have been largely curtailed.

Again, I agree. The Office of Homeland Security was a BAD idea. Who needs another layer of bureaucracy?
