I highly don't recommend a pomeranian. I've been around several, and they all tended to be very... barky. And none seemed to like cats. Including my mother's pom.
I reaaaallllyyyy don't recommend a dachshund. Amazing dogs, we have 5 and I foster them constantly, but they are terriers and cats are something they love to chase, despite endless training. I've trained mine enough to stop when I tell them to, but it's still something they have a passion for (chasing kitties that is). Some can also be very yippy, though I've worked hard to teach mine that barking is not something we do non-stop. They are great cuddle bugs though, but also are very active and full of energy too. Mine are all very playful, great family dogs, and mine love other dogs. Just not kitties.
The dog breed that I own that I love is a Shih Tzu. Not very barky at all, loves to cuddle, couldn't care less about the cats for the most part, loves other dogs, very intelligent, and can be very active at times. I think they are a great breed, and I've had great experiences with them.
I also like a Maltese, as I've had great experiences with them. They seem not to be very yappy, very sweet natured, all that I've met loved other dogs and cats and got along fine, and were great snuggle bugs but also had lots of energy in them for playing and interacting.
I also would check out area rescues and shelters near you. You may find the perfect little mix of what you're looking for. I've seen several 'designer' mutts at some of the rescues and shelters here lately, including yorki-poo's, chi-weenies (chihuahua/dachshund), and a "morkie (maltese/yorkie)" (I can't help but giggle at that horrendous name, LOL).
