you should have gotten the other dog owners information, because if Kaya is seriously injured and does require stitches and such, the other person SHOULD have been paying for it.
Its against the city by-law here to unleash a vicious dog in a public area...
When i was walking my beat back to city base last year, I witness a dog fight. A girl was biking on the sidewalk(#1 by-law infraction) had her unmuzzled pitbull by leash in her hand. A little Corgi just happened to be getting walked by his owners, those owners had a proper leash on it, the corgi was minding its own business when the pit lunged for it, the leash fell out of the owners hand, she fell off her bike and the pit just attacked the Corgi.
Because I was the first on the scene, I had to take statements report back to city base, call animal control and get the contact information from both parties. I gave the lady with the corgi, the girl with the pitbulls information for legal purposes with consent.
The girl who had the pitbull, didn't know I was on scene when it happened so was trying to tell me some bullshit story about how it wasn't her dogs fault blah blah blah.. when I told her she was lying to me she just shut up.
But.. point of the story is.. the girl with the pitbull was given the vet bill of the corgi.. BECAUSE it was her fault.
