What a time having pups is, both frustrating, and rewarding. And having two means double the trouble but double the love.
Just some questions, are they outside most of the time? Is the barking at night time? Does pup get plenty of excercise, and have plenty of toys to play with?
Although we can find ways to deal with the barking, it's often much easier, if possible to find the cause of the barking.
Although you said only one seems to be barking, could the other be stirring the barker up at all? It's very difficult with a barking dog and neighbours, because it can be very annoying, if it's constant. The last thing you want is the neighbours complaining, which can lead to endless troubles for you. Have you observed him discreetly when he is barking? It might be something he is seeing that sets him off, maybe a bird for example. Is he barking at the fenceline, or your back gate? If thats the case then limiting the view often helps. They tend to bark less at what they can't see.
