For starters, make it mandatory to inspect the facilities of every breeder registering more than x number of litters a year. And come down HARD on problem facilities. Maybe refuse to register any litters for a given length of time, maybe serious fines, whatever. Sure it'll be a gigantic task for the first two years. But the number of puppy mills will certainly take a nosedive, don't you think?
Put a limit on the number of litters that can be registered from one bitch. AND do some random genetic testing to be sure that the parents really are the parents. Something like the automatic consent for a Breathalyzer test; certainly you can refuse to take one--but then you lose your license.
Campaign vigorously for laws to regulate these places. Implementation would be cheap and popular, and politicians love that. They could take pictures with puppies. The public would eat it up.
