My 16 month old puppy has started constantly whimpering. If I am on the phone she will whimper, if I am watching TV she is whimpering. Any time that we are doing something eating, cleaning, she starts to whimper. I believe this is to get attention, but we are giving her no less attention then we used to before this started. Any suggestions.
