what is the best kitten litter

I really loved the balled up newspaper ones. Not the expensive brand. They have a cheap one where you can get a big bag for $5. At least I could get it in Van. Not here. 
But that's my fave.
I really hate clumping litter. Especially if you have dogs that clean the box. That stuff dries like cement and I don't think it should be in either a cat or a dogs system. When my bunny had an infection and discharge the litter clumped all around her tail and dried. The vet pulled it off and took all her hair with it. It had cut off the circulation too. I haven't bought it since.
