Neutering should not change your dog's behavior. Some dogs may become a bit less distracted (calmer) because they no longer are interested in the scents of females in season. But neutering does not change their behavior otherwise.
If your dog is displaying behavior you don't want, you need to nip it in the bud. Taking a training class and getting him socialized would be the first and best step you could take. Be careful not to blame his behavior on outside events that might excuse him. Before you know it you will have an uncontrollable dog on your hand.
