On one of the local pet pages on facebook a while ago someone asked if anyone knew who owned the border collie pup that was running in the dog park unattended. Boiled down to the dog is owned by someone who works nearby and the story is the dog is either in the park alone, or running around outside the fence of the dog park alone. A lot. The owner checks on him from time to time.
Some people said it wasn't a great idea and not responsible of him, but...
There's a bunch that thinks it's fine, safe, ok and not a problem for the dog to be running loose because it'll learn eventually to stay around the shop parking lot and even if not, it's not hurting anyone, certainly wouldn't have a disease or parasite and they'd do the same thing....

Yes, it's a nice pup now and likely won't cause any issues, but where this dog park is, there isn't a shop that's really close unless it's the one across from the dog park, and you drive down the road between to park. I'd hope it's that one, if not it's not anywhere nearby and the 'owner' isn't watching or nearby to say 'it's my dog' when someone's been there an hour and concerned the dog has been left because nobody's called it.
