We desperately need help/advice...

So we rescued Ari, a two year old Keeshond, in August. Since then, he's had various problems which have progressed. We aren't completely positive of his background, but he was found on the streets and it is obvious that he was abused in the past (he's especially afraid of men and hoods). Something just isn't right about him, but we aren't sure what it is. He always looks sad, and since we've had him he's never moved his tail.

Lately, he's been constantly whining and pacing through the house, which leads me to believe he's stressed about something. It has gotten so bad that everyone in the house is just about ready to go crazy. My dad (who didn't want him in the first place) is almost at the point where he's threatening to take him back. At the moment he has been doing it for six hours straight. He also goes insane whenever a dog or person walks by outside- his bark is piercing and extremely loud.

Everyone is just so tense, and I'm sure that can't be helping the situation. The frustrating part is that I've been able to see his potential, and he is an EXTREMELY smart dog. Unfortunately nobody can see past his problems. Is there anything we can do?

For the things that he's afraid of, stay within his comfort zones and use treats to create positive associations.

The whining and pacing around the house could be a matter of boredom. Is he getting enough exercise? Doing some training will help stimulate him mentally. Also there are toys that are interactive that could help.
