Update/Vent on neighbors puppies

Some of you remember a few months ago about the pit mix pups I was trying to help my neighbor with well we found the black male a really nice home with a young couple. and the fawn bitch she gave to someone she knows but has recently been brought back the other two never found homes. So she has all three outside one tied to a tree opposite the dam and the two fawns running loose . I want to help them more but Im at a loss on how I know she wont alter them and like I said they aren't contained at all other then two tied up.

Oh and did I mention the hound pup up the road the 4ish pit litters all down the road and the possibly pregnant boxer across from me :thumbdown: Why cant I have this many responsible breeders around me and not 100 byb and just plain irresponsible owners?

I have nothing to call them on, and for the most part the AC here is crap and wont come out unless youve been attacked even then its a "well come out when we can" kind of thing.

SC suuuucks for responsible dog owners. So many people like your neighbors and not enough resources.

I'd be tempted to catch the loose dogs and take them to AC...I know there's a high risk of euthanasia, but that's better than euthanizing the 16 zillion puppies the loose dogs can produce, or seeing them die after being hit by a car or contracting heartworms.
