happy, i would recommend going to the library or bookstore and picking up a book or two on raising a puppy. there is a ton of information in them that will help you understand why puppies do what they do and how to communicate with them. for instance, having a dog sleep in your bed with you is generally a signal to the dog that you are on equal terms with the dog - you want the dog to see you as the leader or you are going to have a heck of a time trying to get him to obey you!

a book i just picked up from the library is called "metro dog" by brian kilcommons and sarah wilson. i've always had dogs out of the city, so i wanted some tips on keeping a dog in the city. has some good ideas for living in complexs and walking your dog in the city, how to housebreak, basic training for puppies, etc, and talks about laws of dogs in town. i have only scanned the book, but it looks pretty good thus far. others on here might have other books to recommend.

but the best thing for your dog is to educate yourself as much as you can, as quickly as you can before you start creating worse habits for the puppy. thankfully, puppies learn quickly.
but if you can understand more how dogs work, it will make your life and the dogs life that much better. stuff like: chaining a dog will make some dogs mean/insane because of the restriction and separation from you!

There's a difference, as was pointed out earlier, between tethering for a short period of time for some fresh air when you are home to supervise and being chained outside 24/7.
Aye-- my mistake for not reading the whole thread!

ok, my solution now is to put him sleep in my room. he wont make any noises when im with him. But when im goin to work and place him outside the front fenced yard, he will start barking and keep wanted to go inside the house (my mom is inside the house).

how can I stop him from barking/whining when im not with him?

Why can't he stay inside the house with your mom? Why would you want to leave a little puppy outside all day? Aren't you worried about someone stealing him? If you bought a crate then he should stay in the crate while you are gone to work and have your mom give him a potty break in the middle of the day. Can't she do that for you?

this is a little off topic, but when the OP said that most dogs are kept outside, i sooo know how he feels.

around here you are considered weird, nasty, and looked down upon for having a dog in the house. if you have a dog in the house you are the talk of the town here!

good luck with your pup.
