That's a good idea, CreatureTeacher. And a great start. The local pet shop here actually take pretty good care of their animals--they're eyes don't look gunky or anything and they're fed, their cages are cleaned. However the last time I was there I saw a little of Bostons in the back. I guess they got in a new "shipment".

This is where things can get tricky. You don't want to open yourself up to a libel suit. My advice would be a copy of the photos to the local humane authority, with a notation of copies sent to local media; newspaper, television, and a copy to any local animal advocacy groups/shelters.

I'm still on a guilt trip for giving the horrible petshop near us money for Misha but obviously i'm also glad we 'rescued' her.
No need to feel guilty as its what you had to do to get Misha - but I know what you mean. I won't give them a penny for any dog stuff I need - and I can't believe that you see such horrendous conditions in shopping malls. Most of Bonnie's stuff comes from the UK.
You might find some vets have dog-stuff (or can order it), or sometimes bigger hypermarkets... however I have found two decent pet stores on the coast - one almost like a "Petsmart" - PM me if you need info.
