Yes they are a 1 person dog, but I have met many that adore other people. The ones that I have met, run up to the first person they see, and jump up to their lap, followed by tons of kisses. Good breeding and socialiation is the key.

My smooth coat chi hardly sheds at all.
You're right!:D Toy breeds aren't hard to house train, small breed dog owners are! I have 4 small breed dogs and they were just as easy to house train as my big dog. When house training is done properly, it isn't about the dog being large or small, just about consistency and diligence. Two of my little dogs are Chi's, one 3 lb who's 15 years old and loves everyone(sheds minimally), and one only 1.3 lbs. who's 8years old and is equally as social(heavy shedder). It is all about socializing early, not carrying them everywhere, and expecting the same as you would from a big dog. There are lots of toy breeds that are absolutely lovely. I have 2 Brussels Griffons, the rough coat doesn't shed. This is my all time favorite small breed (toy) dog. They are smart, sturdy, so darn funny, playful, cuddly and still in a portable little package. They are pretty expensive though as they are somewhat hard to breed. Mine are both breeder neglect rescues and although they were from really horrific places, they are still the most wonderful and social little creatures.
