I went and got out my "Getting in T-Touch With Your Dog" book. This is the one written by Linda Tellington-Jones. The only thing I see in here about tails is, and I quote....

"The (Tail) T-Touches are especially beneficial for animals with docked tails. The tails of some of these dogs are very stiff because they still retain the cellular memory of fear and pain from the docking surgery. In a case like this I reccommend going over every square inch of the tail with small Raccoon TTouches. Pay special attention to the stump in order to remove any phantom pain. Move the tail in tiny circles. If you can loosen up a tight tail, your dog's range of motion and resulting self-confidence will greatly increase."
That didn't go into any detail of any kind of incontinence issue etc.

Edited for spelling..

I went to a seminar recently to learn more about how to do this correctly. I am so grateful for the impact it has had on all my dogs. During the seminar there was one dog who had had surgery. She showed us how to do the wrap and the woman said "WOW he hasn't put weight on the leg since the operation"...it was pretty awesome. I have been doing this with VIctor since the get go, but i wasn't sure if i was doing it right. I wasn't but i wans't far off either. I give credit to it for helping him with a lot of his anxieties and allowing me to calm him enough to be able to work with him. DOn't know about the first book the OP mentioned, but as far as t-touch goes, i am still exploring this and so far have found it to be a very good thing indeed.
Nothing in the seminar was mentioned about docked tails.

T-Touch in and of itself is/can be great beneficial. However, this bit about the docked tails is pure BS. I'm guessing she knew one dog, one day and came up with this.

You should read her book on horse faces. According to her you can tell your horses personality by the whorls on its face and the facial features.

Interesting. Jake chases his tail with great regularity. I have wondered if it bothers him or is it just a puppy thing.
