Please please help if you can

Hi everyone, I have a 5mth old chihuahua and he is adorable, however I am having no success leash training him.

I just don't know what to do, I have tried using food as a lure to get him walking but most of the time he is just too busy hating the leash to care about food.

He will walk around on the leash, but never where I want him to go, if I give the leash a gentle tug he just will refuse to move in the direction that I want.

I use a harness so he wont have too much pressure on his neck, but he just acts like I am torturing him when I try to take him out on the leash, I have times where I feel like giving up, but I know I can't
any advice will be greatly appreciated

I believe what you need to do is desentize(sp?). Not fully sure if thats even the word I'm looking for.lol. Anywho, I heard that it is a good idea to put the leash on around the house to get the dog used to it and then gradually work your way to the point of being comfortable with it on outside.
