Peeing on the Carpet

My pug bunk does something really strange: When he pees outside he squats down really lowing while going, but when he's in the house he just pees in a regular standing position. I'm trying really hard to give him more time outside the crate, but it's really hard to give him the freedom when he pees every 15 minutes.

Any thoughts?

He's not marking.
It's not like he's peeing every 15 minutes because we leave him alone in his crate while we are at work. He does have a dog walker, but he usually by himself for about 5 hours before she comes to walk him.

what have you done as far as house training? There's lots of info on here--check the stickies, and training section.
If he is not reliable-don't give him free reign of the house yet. I used to leash mine up and keep them with me so that at the first sign of needing to go, we could get right out there.

That's related to the problem. I can usually tell when he's about to pee because he sniffs and circles the area right before he goes. He also normally squats when he pees, but lately he's just been going in his normal stand position.
I'm taking him the vet's tomorrow per the advice of this thread, so we'll see what happens.
