Whether the dog is friendly, social, happy to see you when you get home and wants to follow you around has more to do with you as an owner, than with what breed the dog is. Although, yes, the breed has a little to do with it.
If you want a dog that's easy to train terriers may not be a good idea. I agree with RD that you should look at Papillons, but you might also like Shetland Sheepdogs (Shelties) http://www.assa.org/ . A corgi may well be a good match also, but if you have stairs in your home their short legs and long back could mean that they're not suitable (short legged, long backed breeds can get back problems).
Good luck with your search and remember that your dog will have to be taken to obedience classes and be given plenty of socialisation and exercise to turn it into the fun, friendly and loving dog you want. It's not just about what breed it is.

EDIT: I saw you mentioned Chihuahuas...I wouldn't recommend them. They have terrier like temperaments, can be stubborn and aren't always very easy to train. They're wonderful dogs...I'm not saying they're not. I have one myself and adore him and every other member of his breed. I just don't think they're suitable in this instance.
Also, small dogs don't actually liked to be carried around a lot. Please don't plan on that. It's MUCH better for the dogs if they're allowed to walk on their own (on a leash of course).
