Obsessive Behaviors?

There are a couple of behaviors my dog is exhibiting that are kindof obsessive, for lack of a better term. I was wondering if someone on here could help me understand why he's doing this stuff?

1. Tongue Baths- He loooooves to lick us, not all the time, usually if we're all cuddling in bed. He will lick my boyfriend all over his arms, and chest, we always joke that he's making sure he's clean. I'll try to distract him and he'll go right back to it. (I'd say for maybe 5-10 minutes tops, so not for hours or anything.) He does it to me sometimes but I usually cover whatever he's licking because I don't like it. (A little is okay, but if we get over like 30 seconds it grosses me out.) Anyway, is this weird? Or just me being grossed out by tonge baths?

2.Smaller dogs- Vlad is about 80lbs, apparently at daycare he is just OBSESSED with dogs that are smaller than him. (I haven't seen this) Reportedly he will follow them around obsessively, not aggressively just like.. it's his job to track this tiny dog shaped thing. His Daycare Guy says they'll get between him and the smaller dog, and he'll stop, look at the handler and then be all "Excuse me, I'm following that" and go right back to it. It sound hilarious to watch, but one of the smaller dogs didn't appreciate this and nipped him on the ear on his first day. (I don't blame him) Is there a good way to get him to stop this? We're working on "leave it" but commands take a while with him (and me), is there anything else I can do? They keep the smaller dogs separated most of the time at daycare, but I'd like to be able to take him to a dog park or something.
