I would still report it, the police or the humane society may have a chip finder, and be able to run it over the dog to see if it was chipped, sounds like it was tatooed, but sometimes dogs have microchips as well as tatoos, so they may be able to locate the owner.

Some dogs are tatooed in the groin area on the inside of the back leg instead of the ear because it's easy to cut off the ear.

Why would they do that!
