Neighbor's dog keeps getting out.

The other day I was walking Leo and suddenly he stops dead and turns around, so I turn around to see what's going on. And then I see that this ridiculously cute Corgi puppy (maybe 3-4 months old at best) is running towards us. I see she has a collar, a dog bone shaped tag, and another circular tag (which I assumed was rabies) so I let her approach. Not much I could've done to stop her though as she was determined to greet us. So I look at her tags and sure enough, one is rabies, the other identification.

Her name was Lexi (complete with a pink collar) and she lived on my block. So I return her to her house and the neighbor says she keeps getting out, her and his other dog, a much larger, fat, full-grown lab, so I'm assuming there's a rather big hole. The owner (who's recently moved to the block) didn't impress me too much (hunched over and pulled on her collar to get her in the house vs just picking her up) and didn't even thank me for returning her, so I don't have a high opinion of him.

Fast forward to today and I'm looking out my window from upstairs and who do I see running rampant around the block? Lexi. She was running helter skelter through yards and across the streets until she ran up to a group of people working on a telephone pole down the block, where after that I don't know where she went as she was gone by the time I got down there. On the way back to my house I saw his lab but couldn't catch him as he ran from me, so both his dogs are god knows where and I'm pretty sure Lexi is going to get run over running around like that. I've half a mind to dog-nap her next time just for her own good.

But since I can't do that, how do I approach the owner? Should I offer to walk with him around the yard to help find possible holes? Should I even worry about it and call animal control instead? She wouldn't be put down immediately but she might be impounded, and then I could adopt her (evil scheme...). But seriously my advice isn't exactly solicited at this point so how should I approach the owner about his dog?

Nothing is more disturbing !! I've got a few that run the hood and want to play with Ollie . I live on a very quiet street , but worry more than their owners do !! Two were killed on the next major road last year . Luckily Ollie doesn't run with them /

If you can get the dog then call Animal control and let them pick the dog up. When they return the dog to the owner they will give him a talking to. If they contact the owner and he does not want the dog back then adopt the dog yourself if you can.

He does not seem to care about the dog so he probably does not deserve to have a dog anyway.

You should steal corgi pup and send her to me for safe keeping. No one will ever know. ;)

who lets the dog out? who.. who.. who.. who? If you can get the dog and you know the owner..that's fine. don't kidnap the dog corgi..lol! But if this dog is messing around.. chasing everyone like the mail-man-stuff then call animal control.
