Need help potty training!

I just got a new JRT puppy. She is 3 Months and am having trouble getting her to go potty outside. With my other puppy (she was 3 months but a lot bigger, lab mix) it was easy to train her. She wanted to please so bad. But this puppy is so different. She doesn't want to go outside. I tried the puppy pad but it doesn't work for poop (just tinkle) and I tried putting her outside (with and without a leash) right after she eats. Nothing works. she'll hold it for as long as two hours until we go inside. I didn't even think a puppy her age could hold it that long!! I have gotten her to the point where she will go to the garage door and scratch,then I let her tinkle in there, but she still refuses to go outside. I just don't know what to do. Is this just what JRT are typically like? My other JRT potty trained himself almost, But he was a year when we got him.

Are you using a crate? Leave her in a crate all night then in the morning time you'll know she'll have to go. Also is there dog poop and stuff in the yard where she'll be going. If not try putting some of hers out there just to get her scent out there. Another thing dogs like to pee and poop where it will be absorbed. They usually don't like to pee on concrete, although they will, it's not perfered. Also don't forget to reinforce the hell out of good behaviors right when they happen. Don't tell her good dog then take her inside to give her a treat. Give him/her that treat as soon as they finish. The idea is to mark the good behavior as soon as it happens.

I will try putting her stuff outside. I forgot about doing that. I do kennel train though and it doesn't work. She has a small one and still goes in it. She seems to likes concrete to potty on, because we have lots of grass and she sees the other two dogs go on it and I started giving them a treat again every time they potty outside so she will hopefully get the picture. Which I always carry them in my pocket when we go outside so I can give as soon as they stop squatting.
