Rundhaug said Willcox's demographics have changed enough that we no longer have a Caucasian subgroup in the elementary school.

"Forty students are required to make a subgroup, and we don't have enough white students in either the third or fourth grades to qualify as a subgroup," he said. "We made annual measurable objectives with our Hispanic group, but not the low socio-economic group or the second language learners."
