I saw this as well (I am not a NY resident but I live here - military orders)
The only big difference is that you have to go through an inspection and such if you are considered a "pet dealer" - there are also other loopholes in it...say for instance you have 4 intact females but you are not producing more than 25 dogs for sale per year then you are exempt (kind of a touchy way to be exempt but still) then you go on to read that if you sell more than 9 puppies a year you are considered a pet dealer...
I thought it was rather ambiguous and poorly worded.

On another quick note, the licensing fees vary from town to town...I just moved from Gouverneur NY (where I paid $21.50 for my 2 dogs licenses) and they wanted me to pay it again when I moved, even though it clearly states "NY state agriculture license" - fee where I moved was $34 or so and I just got the original licenses a month ago so the town clerk told me not to worry and just get them re-registered next year.
So they already charge out the wazoo for un-altered pets. Age doesn't matter either, my puppy was less than 4 months old when I licensed her and they still charged me full price, even though she's too young to spay yet...silly NY laws!
