That is the way all political jobs work. They could care less about being qualified. They just want someone to fill a position that is a friend or family member. In other words this guy could probably not hold a job in the private sector if he tried. The position should have a minimum requirement of someone that cares about the animals they bring in and try their damndest to try to find the owner. If they can't find the owner then have a rescue group foster the dog if they are willing.
