Uhhhh whats going on over there?

I've read the state prempted it, banning BSL.

But certain towns still have it on the books, and are still printing their requirements: http://www.maywood-il.org/Reference-Desk/Forms/AnimalLicense.aspx

Is this some dumb home rule thing? I never understood how a state can go "this is bad" and then you know, let people do it anyway because they live in a certain town.

Well, I imagine there are a lot of laws on the books in various towns, cities, that run counter to state laws and they haven't been changed because they haven't been challenged in court yet; or no one has made the effort (petitions, etc.) to make sure the town ordinance complies with state law...
