How did we ever cope before technology?
I wonder how many dog warden visits for serious cases could have been covered using the funds for this project?

I must train my dog to bark 239 times only
Simple math - owner is out of house for 9 hours, 9*60=540 minutes.
Allowance of 239 barks, dog can bark every 2 1/4 minutes and not face a nuisance ruling???

So your dog can bark 239 times in the day and 29 times at night - and somebody in 'authority' will make a spreadsheet to analyse this data, having developed an electronic recording maybe tamper-proof collar. Any 'shifty' owners wouldn't block up the mic with some duct tape??

I'm surprised the UK hasn't got a scheme like this yet...
Barking unattended dogs can be a pain - I suffered from it last year with some neighbours who didn't care (but have now *seen the light*) - but surely a visit from the local police or a dog warden to evidence it and take some action is more sensible? They need to visit anyway in this case to fit the collar (presumably with the owners consent), come back to get the data, download it, analyse it, act on it blah blah blah... what is the world coming to?
