Yeah, its no more money. Just eligability. THe current rule said a third of the money had to go to abstience only programs, and the rest could not go organizations that performed, or even discussed as an option, abortion. Basically, if they are working in, say, Africa, and a preganant African lady comes to them and says she was raped, and by the way she has AIDS, and organization that even mentioned, as an option, that she could abort the child could not receive funds. They didn't have to perform it, or even recommend it. They weren't even allowed to mention it. It was a huge limit on free speach.
I don't think the timing meant anything, really, the man was sworn in Tuesday and he's trying to get a lot done. And this is a good one. I'm not sure I'd like my money going to provide abortions (except perhaps in situations like I described) but I'm pretty unhappy with the idea that people, health workers, were forbidden to even discuss it or risk losing their funding.
