Herding behavior?

We have two dogs. One 2 year old collie mix, female, spayed. And a 10 year old female terrier mix, spayed. Ever since we adopted the collie she has always whined and circled our terrier when she has gotten up to walk around or get water or want to go outside. And it's only in the house. Outside she is fine. But if our terrier gets up or is in the other room, our collie will whine, encircle her and pretty much stares at her until she sits down somewhere.

I assumed this was typical collie behavior as I have read alot about border collies and such and I thought perhaps she had some herding blood in her. I don't want break her of what comes natural but I was wondering if there is some way to minimize it.

Our collie gets a fair amount of attention. We go to the dog park every weekend. And we go for walk/runs almost every day. I have tried to ignore the behavior and have tried to divert her attention. Not much luck with either of these. It's not a major problem but rather something we were hoping we could reduce.

Can anyone offer any additional suggestions?
