Not all breeders are frauds... there are some good ones, you just really have to look hard for them!
I would steer clear of sites like puppyfind.com and the like... they are chocked full of BYBs.
I would attend a dog show and talk to the breeders of your breed. Also, akc.org is a good place to start. You can find your breed club, and they can help you to locate a responsible breeder (that is how I found my Rylie). Word of mouth is also a good way to find a breeder. I found my Chloe through another responsible breeder who referred me to her breeder.
Also, steer clear of pseudo registries such as APRI, APR, etc.
Ask breeders if the parents/pups are health tested, and also ask to see their pedigrees. A good breeder will have nothing to hide, and will glady show off papers and information about the dogs.
A good breeder will ask you a TON of questions, and even references, so be prepared. And also, a good breeder will give a good health guarantee, and will be willing to take your dog back at any point in its life if you cannot keep it anymore.
