the original executive order by which the executive branch takes full control of ALL means of mass communication was authored by Eisenhower. it has been revised occasionally & this is just Obama's revision including the DHS in the game plan. previous versions empowered the FCC for the take over. one of the revisions (still legally in effect BTW) included the goobermint taking control of ALL transportation (including your yugo or quarter horse) AND ALL food supplies (which based on historical precedent, could theoretically be interpreted to include house pets & zoo animals).
