Why can’t I find good quality dog food that is beef based? (Yet not too high in protein aka Orijen)
There seems to be a huge focus on bison and venison meat.
Anyone know why?

Also, would it be ok to serve cooked ground beef with a few carrot chunks in a kong, frozen for his "while I'm at work snack"?

People who are looking for single meat based foods are often trying to avoid common allergens aka Chicken and Beef. Bison and venison are "exotic" meats which very few dogs are actually allergic to so they are ideal for simple/elimination diets.

Why do you think Orijen has too much protein?

*ETA* Yes, beef and carrots in a kong would be fine so long as both of these things are nice to your dog's particular digestive system.

I know Nature's Variety makes a beef-based kibble in their Prarie line. And they also make beef canned food in their Prairie and Instinct lines. The kibble is fairly cost-effective, the canned notsomuch, especially if you have a large dog.

If you're open to feeding raw food, Nature's Variety also makes a beef forumula in their raw frozen and freeze-dried diets. I've found that these are pretty cost-effective as well, at least at my store (I work at a holistic pet food store).

Innova has a red meat variety but i don't think it's only beef based. It's quite pricey though.

Why are you set on Beef? And why do you think Orijen is too high in protein?
