Found a stray dog yesterday

Yesterday I took my dogs to this park that is 10 minutes away from my house. It consists of a lake surrounded by some forest and houses, with a trail around the lake that ends at a very marshy part where the tide comes in. Anyway, me and th dogs were headed back to the car when there appears a little white dog, perhaps a bichon/poodle mix, wearing a blue dog coat with a hood. No collar or tags/tattoos or anything! His feet and butt were matted, and he was very dirty and stinky! He liked my dogs, but wouldn't come near enough for me to catch him. I always keep a slip lead in the car, so I retreived it and, using the dogs to keep the stray near, I sat on gravel for about an hour 1/2 until the dog warmed up to me enough to allow me to grab him. Off to the rescue shelter he went, where I got most of the mats out (in the process noticed he wasn't neutered), bathed him, his bordatella was administered, all the shelters that were open were notified, he was checked for a microchip (none detected) and was put in a run with a blanket, toys, food and water. If he isn't claimed in two weeks, he'll go up for adoption. If he isn't claimed he'll be adopted quickly; the cute little fluffy ones always go fast!

How could an owner put on a coat and yet not dog tags !!! Grrrrrrrrr......

he is very cute. I just wish some dog owners were not so stupid..I mean really is putting a collar and tags on your dog so hard?
