It's Spring Break and I got bored. So I built a 'doggy nail file' like the one in the link you posted. Here are my two and their first try on it.

Yes, it did work. I bought some cheap-o sandpaper from the dollar store and super-glued it on the board. If you want to get the nails really short though, I would reccommend a couple of sessions a day until you get them where you want them. It's not as fast as the dremel/nail clippers, but it does really work.
