Fleas, fleas, fleas

I've tried EVERYTHING! Frontline every month, flea bomb the house and yard, baths every other week but nothing is working. I called the vet and he gave us some Capstar and told us how it's not just us but everyone in our area is having a major flea problem. Even the cat has them now and she never gets em. I don't know what else to do. It makes me so sad watching Gypsy scratch like that.

Any suggestions??
