Hello, I'm a British girl in Seoul. For 2 days now my boyfriend and I have had one and half month old English Cocker Spaniel. We live in a flat on the 5th floor so he needs to be trained to go to the toilet on a litter tray or newspaper. I don't want to slap him or punish him. I prefer positive praise. What should I do? I am actually a little bit scared of dogs and I think he might sense that. Any body language I should use?

Why can't you take him out for a walk? You probably shouldn't have a dog if you don't have time for walks at least 30 minutes twice a day. But, you asked for help so I'll give it a shot:

You have to get over being scared of dogs first off. Keep in mind that as a puppy, your dog is incapable of aggression or initiating an attack. He does sense your indecision and since he looks to you and your boyfriend for direction, you're confusing him. Act assertive (not mean or rough). Next, BE CONSISTANT. Do you know his signal for when he needs to potty? Watch him like a hawk and when you think he might be ready to go, which will be about 15 minutes after a meal or heavy play, keep him in/close to the area you want him to use. When he does go where you want him to, praise the living daylights out of him while saying "good potty!" or your choice of phrase. Eventually he should learn that that particular area of the flat is 'his' spot and will go there. But, once you make a spot his, you cannot easily change it.

Good luck!

Zoom's advice is right on! You'll be able to start predicting when he needs to go and take him to the tray and praise him when he does. When he's not in the tray he should either be in the same room as your or your boyfriend, or in a crate so he cant have an accident without you guys knowing. If you have a problem with keeping an eye on him use a leash and tether him to you.

Anytime you catch him in the act of having an accident yell "Hey!" and pick him up and carry him to the tray then put him inside and wait for him to finish his business. When he does praise him! If you don't catch him in the act there's nothing you can do except calmly clean it up and move on. Actually a quote from a website I read earlier sums it up nicely "If you find an accident on the floor, take a newspaper, roll it up, and smack yourself for not watching te puppy closely enough" LOL

BTW welcome!!
