I came across that story too and, horrible as it is, it made me feel better to find someone else suffering from frustrated anxiety over vicious dogs and indifferent officials. I still can't understand why cops don't take dogs behaving aggressively (especially in packs) more seriously - it's a public health issue, isn't it? It's always handed over to AC like it's beneath the police. Meanwhile, AC seems to think it's only job responsibility is collecting license fees. And then every time someone's pet monster kills someone, the reporters can't find a single official who knew anything about the problem, or a neighbor who wasn't living in fear of the creature.
