It is probably allergies. The hard part is trying to figure out what could be causing the allergy. I would stop the wash cloths first and then try to limit the time spent in the grass. Did you talk to the vet about it possibly being allergies? One of my Yorkies did that until we moved, then the itching stopped. Until then she had to be on Predisone perodically to help the itching. She would itch until she had patches of hair gone and red patches. Once we moved we never had any more problems. We decided it must have been something in the yard. It's been 7 years and no more problems.
