I can't believe he used the "international student" card as an EXCUSE for his actions!! You've come to Canada to complete your POST SECONDARY education assh*le! That usually means you've got a BASIC understanding of the world around you and how the H*LL it works!

Unfortunatley, I don't know where Windsor University stands on this, but not a lot of Canadian universities have any control over what their students do outside of academics. He may not be expelled for it... though hopefully it won't matter if he's deported or something.
I hate to say it, but I'm afraid the fact that he is Chinese is not insignificant. They do absolutely SHOCKING things over there to animals . . . and I don't mean eating dogs.

i don't think i would have waited outside listening to that puppy screaming. I would have broken down that door, laws be damned, and shoved my foot up the guy's ass, then slammed HIM into a fire hydrant.
If you do not know all the laws about owning an animal in Canada you SHOULD NOT get one in Canada. For goodness sake that is wrong regardless of where it is but here we do not tolerate that crap.

This would not have been tolerated in the U.S. either.
All legal issues aside, however, the problem here is clearly that this individual, for whatever reason, lacked the basic common sense and compassion to realize that beating a dog to death is wrong and will not effectively result in training the animal. Whether that's cultural or personal or a combination thereof, its not the sort of thing the law can really prevent, unless the abuser is caught before they do to much damage. There's nothing left to do but punish him . . .
