Subject: CA SB 861 Breed Specific Legislation

Attention All California dog owners... your rights are being infringed on...

Say NO to breed discrimination in CA! Say No to SB 861.

SB 861 is a bill introduced by Senator Jackie Speier and advocated by San Francisco Mayor Gavin Newsom to amend California's "NO BREED DISCRIMINATION" Law.

If SB 861 passes, communities in California will be allowed to make breed-specific legislation (BSL) that restricts the ownership of certain breeds of dogs. In other states that allow BSL, the follow breeds have been restricted or banned:
• American Pit Bull Terriers
• American Staffordshire Terriers
• Staffordshire Bull Terriers
• Rottweilers
• American Bulldogs
• Chow-Chows
• Dobermans
• Rottweilers
• German Shepherds
• Akitas
• Alaskan Malamutes
• Great Danes

what can you do

1) write, call, fax your representative. Track this bill and write, call, fax whoever it is up before next (info to come). Tell them that mandatory spay and neuter without exceptions written in will lead to communities that try to drive the breed to extinction. The dangerous dog language will lead to a de facto ban on the breed through insurance exclusions.

2) Let them know mandatory spay and neutering without exceptions written in will cause people to lose their champion show dogs. It amounts to a taking. Potentially, this breed could be driven to extinction in CA and no show ASTs, SBTs, or APBTs will exist. Thousands of show folks will be affected. Champion, well-bred, health-tested,
temperament tested show dogs will be driven out of existence, leaving people wanting the breed to turn to the BYB that will inevitably slip under the radar b/c they won't comply with the law and won't get caught (there's not enough enforcement).

3) service dogs that need to remain intact until they mature will be adversely affected

4) expect lawsuits galore. I know I'll be filing the very day anything is implemented in Sacramento.
