Yikes! Our animal shelter does a photo contest each year (they make a calendar of the winners), but it's an obvious fund raiser. It's $10 to submit a photo and $1 to vote, and they do quite well at it.

Who's making money off the $10 entry fees here?

Most photo comps I enter there is a fee... the money goes to the gallery or whoever is hosting it to pay for the prizes I think.
