UPDATE,
Snappy is getting better but a long way to go. He totally trust me to take care of him but will not walk with me on or off leash so I still carry him. I guess he has me fooled. He has one place in the yard he stays and only moves from there when I go out. He is deathly afraid of our other dogs large and small. If I coax him to the porch and a dog growls or barks he is gone. Will keep working and updating. Our youngest dog wants to play with him but acts like he does not know how to play. I would love to know his history.
I wanted to post pictures of him but I am not allowed to for some reason.
Thanks for the help.

It sounds like he's afraid of being in the yard alone.... so I wouldn't leave him in the yard without going out there with him, at least not until he figures out that the yard is not that scary.

I also would keep the other dogs away from him if he's so afraid of them. It will be much more productive to protect him from being scared and gradually introduce scary things once he trusts you to protect him, than to continually expose him to things that scare him.

Sounds like you're making progress, though, good luck!

I'd add to that that maybe he would do better one on one. If you kept him separate from the other dogs, except one. That one you would let in the yard with him or some other area. Treat one dog, then the other. This keeps the original dog occupied and distracts Snappy as well as getting him to associate good things with this other dog. Chose a dog that is laid back.

The problem we have is with 15 other dogs I can not separate them and can not take Snappy out of the yard because he will not walk on a leash. More bad news yesterday he had a horrible seizure. The odd thing is just before he had it he followed me to his kennel and went inside then 10 minutes later he had the seizure. He recovered after about 30 minutes. We will keep working with him and do the best I can.
Thanks for your help

PS does anyone know why I can not post pictures? I would love for you to see how beautiful he is.

Some dogs do not do well in a large pack. It sounds like you are using a kennel with him. Have you considered letting him be a housedog?

We have 4 indoor dogs so I don't think that would work. He actually came around the other dogs today for 5 minutes so that is a start.
Leash is still a no no.
Thanks

If he's having seizures, there could be a health reason why he is so timid. When did he start having seizures and what medication is he on to control them?

Have you seen a vet about his seizures?

If you want to post pictures, you can upload them to photobucket and post them using that website :)

The seizures could definitely be the cause of the fearfulness. Sometimes dogs can have mild seiaures that are brely noticeable (petite mal) before they have full blown ones (grand mal). I resisted putting my seizure dog on meds for a while but am so glad I did. It slowed him down a bit but we have never had another seizure again (he was 7 when he started having them or at least when we noticed it).

Sorry I am so late replying but I have been gone.
Snappy has only had the one seizure that we know of. We talked to a vet and she said it could have been brought on by anesthesia. We took him to be fixed and he had a very bad reaction so we stopped the neuter. He is a sweet dog but so scared of others. I can not figure out why to this day if we put a leash on him he just shuts down. He will walk by my side for short distances. Put a leash on him and thats it. I really need to get past this because I have to carry him every place we go if he will not follow.
It is a challenge but we will no give up.
Thanks Again
For the help.
Here is a youtube video of my wife giving treats to 13 of our 16 dogs. 3 stay in the house and get theirs. Snappy is the white and black dog. YouTube - HotDogs 1
