Im at a loss with my dog at the moment.

Earlier on our walk, he got very distracted by 3 young boys playing football and he was almost pulling me off my feet, I was trying to call him back and pull him to the side but he just kept at it and would not listen, then out of nowhere when one of the boys kicked the ball he launched off and broke his collar, snapped clean off and he got lose.

I went into a panic, started every trick I knew can sometimes get him back, it ended up me and the 3 boys getting him back, I was mortified.

I then had to wrap the extention lead around his neck and tie it so it was still a bit lose, he didnt pull after that.

He used to be getting good at coming back but now, he just is not interested, people and other dogs are all he wants when he is out.

He will do anything to jump on people, and sniff at other dog, I just cant seem to get a grip and control him, he honestly takes the pee out of me, when he is with my mums boyfriend he's fine and listens to him, but me his mum, he doesnt care either way, you call him back when people are around and he just starts running round in circles and jumping up and down basically thinking its a game.

Tonight was really the last straw when it comes to this, I need to try something else any suggestions?

He's just under a year old collie/kelpie cross nut job lol

First I would suggest getting some different equipment besides just a flat collar to help control him. Probably a head halter is your best bet, but a harness with the leash attached to the front might work too. The equipment will make it so that it is much harder for him to be able to pull, and when he cannot put his full weight against the leash, it is less likely that he will break the collar and get loose!

Of course I would not suggest using a head halter with a retractible leash, they are only to be used when working on the dog walking in heel position. If he hits the end of a 20 foot leash with a head halter on, he will snap his neck.

Another thing I would suggest, if you are calling him and he won't come back, start running the opposite direction. For one thing, he is on a leash and will have to follow you or else you will have to drag him.... for another thing, dogs like to chase people running away, so running away from your dog is actually a good way to get him to come to you.

This is also that magical fun age where all the things your dog learnt previously just fall out of their head.
Buster I clicker trained into walking on a loose leash, but his behaviour was very different to your dogs.
You could try stopping everytime he pulls "be the tree" till he gets slack on the leash and continue, slow goings at first so only practice when your in a very patient mood.

Or you could try about turns everytime he pulls, everytime he is approaching something he wants to get close to, his pulling will only get him headed in the other direction.
