lol steve is 15 months old (today!) and still not reliably housebroken. i'm so bad at housebreaking that luce started peeing in the house when steve was a baby. you want to talk about being frustrated lol
most of the clients i see at work everyday are "average" people. some are better dog owners than usual, some are worse. but most of them muddle through. they are generally happy enough with their dogs, and most dogs end up housebroken in the end.
Don't worry about it elegy... Muffin took FOREVER to housebreak. It was insane! Honestly, I still mostly watch him like a hawk even though we've had no incidents in a long time(other than a few times when he was sick, so I don't count those against him).
Then there are some dogs that seem to never care. I've heard that italian greyhound people will actually build potty sheds because IGs will go in the house if it's rainy/wet/snowy outside.
Plus, I honestly feel housebreaking is probably about the hardest bit of training you will ever do as a dog owner. Think about it, if you put the amount of time into doing any other training that you put into housebreaking your dog could prob compete within a month! I mean, if you go with crate training, the dog is basically getting the "potty outside" thing reinforced 24/7.
