First you need to determine if it's live or dead fuzz. That particular region of dog butt seems to hold dead undercoat like nothing else. If when you squeeze that region it feels a little bit crunchy like steel wool it just needs to have the dead undercoat blown or raked out via matt rake.
If it's live and healthy fluff you can thin it with a set of thinning shears or curves.
