So a friend of mine had gone out there the other day with a girl she knows. They had gone in, looked at the cats, came out and noticed a little female cat in a trap next to the building in the scorching sun (no shade, no food, no water!!!!!!!!!!!!!!!!!!!!!!) I really need to do something guys. Who do I get ahold of about this???? I can't go one step above, because the Saskatchewan SPCA is just as bad. I really need some help here.

Yeah they put it there because it was wild. This is why something needs to be done. They are constantly doing things like these. A friend of my moms had to call out there the other day. She called because the next door neighbours dog kept getting out and she kept having to put it back in and then it got hit by a car. The guy didn't even take it to the vet, he just tied it up in the backyard on a leash for 4 days. The dog never has food or water. The SPCA phoned her back and called her a lier and told them that he loves his dog a lot.

You could try calling the police in a situation like the cat was in. I know that around here you are supposed to call the police if someone leaves a dog in a car with the windows up. They love smashing the window with their billy sticks and then writing up a hefty fine for the moron that left the dog locked in there.

Or you could call the local news station, and tell them about it when something like that is happening. I bet they would LOVE to run down there with their cameras and film the poor kitty baking in the sun, interview a witness who says, "Yes ma'am, the cat has been there for 2 hours and when we told them they said they knew because they put it there." Then go and try to interview some disgruntled employees or manager. :D Even if there was no official disciplinary action taken, I bet they'd be a lot more careful not to let stuff like that happen.

I like the news suggestion. Nothing fixes potential problems like publicity. And while calling the police might help, isn't the shelter who they would normally turn an abused animal over to???!

Thanks guys. I work at a paper so I am going to talk to one of the people here about it and see what we can do.
