There is a fairly new family that moved in on the street behind us (some may remember a thread about their kids climbing the fence into my back yard)

Well they have two "bully breed dogs" Ican't be certain if they are pit bulls or not. They put these dogs out on their tiny second story porch everyday for HOURS on end. this morning they were out at 7:30 AM and they went in once around 2pm and then they were back out around 3 pm and have been out there ever since.

how do I know this? because I can HEAR them crying and barking to be let in ALL DAY LONG. there is no shelter out there for them, no water that I can see and unless they go on the wood there is nowhere for them to go to the bathroom.

The local humane league doesn't seem to care. they said if they are not abused there is nothing they can do.

I feel bad for the dogs but also I can't STAND the crying ALL DAY LONG!!!!!

Can you check the noise complaints laws in your area? Some people can get fined if there dogs bark continuously for a long period of time. It helps if you keep track by writing down dates and times when you hear them barking.

I would call again (animal control, humane society etc..) and re-iterate that these dogs have no water or shelter. There has to be some law about that!

and as for the crying :/ I would maybe try to talk to them first if they seem nice, but otherwise, file a noise complaint. Film the dogs out there if you can and the noise because that really is unfair to you to have to hear that all the time.
Hopefully the police will tell them to quiet the dogs and give them some suggestions like toys or dog houses or something so they aren't making a racket all day long

It shall be unlawful to own, possess, harbor, control or keep any animal which makes noise repeatedly for a period of fifteen (15) minutes during the hours of 7AM to 10PM or repeatedly for a period of five (5) minutes during the hours of 10PM to 7AM regardless of whether the animal is physically situated in or upon private property. Said noise shall constitute a nuisance; provided, that at the time the animal is making such noise, no person is trespassing or threatening to trespass upon private property in or upon
which the animal is legitimately situated, nor is there any other legitimate cause which justifiably provoked the animal.
So you have the noise violation you can pursue, but its up to you whether or not you want to be the squeaky wheel that makes the ACO do his job. I poured through the state law and your local law and unfortunately the only laws mentioning having clean water etc. seemed only to pertain to kennels and not individually owned pets. Unfortunately, I found no anti-cruelty laws in either the state or local laws of your county.

I did find this site for Lebanon, which has the alleged state animal cruelty law posted on their site:

But I could not for the life of me find these ordinances in the PA state code. So I have no idea if the quoted law is actually in the state code or not. But in any case, it appears the best approach is to call the cops and file a noise complaint.
